Project Secure platform automating the secure handling and processing of payroll files.

As Safeguard Global’s global payroll business expanded, payroll teams managed thousands of sensitive payroll files from clients across multiple countries. Files arrived through emails, shared folders, and different transfer methods, creating security risks, inconsistent processes, and significant manual effort. The organization needed a secure, standardized platform to automate payroll file handling while protecting confidential employee data.

The Challenge

Payroll operations depended on manual file collection, validation, and tracking before payroll processing could begin.

Common challenges included:

  • Payroll files arriving through multiple channels
  • Manual validation and file preparation
  • Version control and missing file issues
  • Security and compliance risks
  • Delays in payroll processing
  • Limited visibility into file status and audit history

As client volumes increased, these manual processes became difficult to scale while maintaining accuracy and compliance.

Why It Was Built

TalentIQ was developed to automate the secure receipt, validation, tracking, and processing of payroll files through a single centralized platform.

By replacing fragmented manual workflows with automated file management, the platform standardized payroll operations, strengthened data security, and significantly improved processing efficiency across global payroll teams.

My Role

I led the strategy, design, and delivery of TalentIQ, working closely with payroll, operations, and technology teams to define the automation framework, security standards, and end-to-end workflow. I drove the transformation from manual payroll file handling to a secure, scalable, and automated platform that improved operational efficiency and strengthened compliance across global payroll operations.

Problem It Solves

TalentIQ eliminated manual payroll file handling by providing a secure, automated workflow that enabled teams to:

MIS dashboard with real-time visibility into EOR, GEO, payroll and HR operations

As Safeguard Global rapidly expanded its Employer of Record (EOR), Global Employment Outsourcing (GEO), HR, and Payroll services across multiple countries, leadership struggled to gain a unified view of business operations. Critical information was spread across multiple systems, regions, and service lines, making it difficult to monitor performance, identify risks, and make timely decisions. The organization needed a single platform that could provide real-time visibility across its global operations.

The Challenge

Operational data existed in silos. Payroll, EOR, GEO, and HR teams each maintained their own reports, resulting in inconsistent metrics, manual reporting, and limited visibility for leadership.

Key questions remained unanswered:

  • How are our global payroll and EOR operations performing today?
  • Which countries or clients require immediate attention?
  • Are SLAs being consistently achieved?
  • Where are operational risks emerging?
  • Which regions need additional support?

Without a centralized view, leadership spent more time gathering information than acting on it.

Why It Was Built

Cerebro was developed to create a single operational intelligence platform that consolidated data from Payroll, HR, EOR, and GEO operations into one real-time executive dashboard.

Rather than relying on historical reports, the platform enabled leadership to monitor live operational performance, track key business metrics, identify issues early, and make faster, data-driven decisions across global employment operations.

Gagan’s Role

Gagan led the strategy, design, and implementation of Cerebro, partnering with business and technology teams to define operational KPIs, standardize reporting, and deliver a centralized intelligence platform that became the executive command center for Safeguard Global’s global operations.

Cerebro eliminated fragmented reporting by providing a single source of truth for operational performance.

The platform delivered real-time visibility into:

  • Global Payroll operations
  • EOR and GEO service delivery

Cerebro became the operational command center for Safeguard Global, transforming operational reporting into real-time business intelligence. It improved governance, increased operational transparency, accelerated executive decision-making, and established a scalable foundation for managing the company’s growing global EOR, GEO, HR, and Payroll business.

India Center Head (Country Head) | 09/2011 – 06/2019

Established and scaled Safeguard Global’s India operations from inception into the company’s largest global payroll and shared services center, holding full P&L ownership and statutory signatory accountability.

Scaled the India organization from a single employee to 500+ professionals, building a multi-functional platform spanning Global Payroll, HR Operations, HRIS, IT, and Group Finance, supporting 100+ multinational clients and 600+ payrolls processed monthly (720K+ payslips annually).

Expanded the delivery mandate beyond its original APAC scope to support roughly two-thirds of EMEA and one-fifth of Americas clients, demonstrating scalable operating leverage without proportional cost escalation.

Led early adoption of RPA and automation (2015–2018) and was instrumental in developing internal platforms (ARTHUR, CHRIS) and a global Zendesk service management capability handling 6,000+ daily interactions.

Established the HR Technology Centre of Excellence (India) in partnership with UK leadership, and led large- scale workforce transitions and client migrations while maintaining service continuity.

Acted as Authorized Signatory and senior statutory representative for the India entity, strengthening compliance, audit readiness, and risk governance across multiple jurisdictions.

Established the organization’s Global Shared Services Centre for a USD 1.5B multinational manufacturing group, anchoring Global Payroll as the foundational workstream across 25+ countries.

Led an end-to-end global payroll transformation, transitioning from fragmented local providers to a centralized, governed delivery model in under nine months, partnering with Safeguard Global.

Designed the global shared services operating model, including governance frameworks, service catalogues, SLA/KPI structures, and Oracle HCM-aligned process standardization, delivering ~$1.5M in YoY savings.

Directed payroll data migration, parallel runs, cutover, and stabilization across multiple statutory jurisdictions, and expanded scope post-stabilization into HR operations, finance, and procurement.
